City Tycoon is one of the biggest parts of Neverness to Everness. It's basically a whole game inside a game. You'll be doing things like running a cafe, racing cars, fishing, and even pulling off heists. If you spend enough time here, you can fully upgrade Chiz, a free S-class character, just by playing it. That's how important this mode is.
In this guide, you'll find out everything you need to know about the City Tycoon system in NTE.
How to Unlock City Tycoon

To unlock the City Tycoon in NTE, you need to play through the story first. At some point, you'll fight an enemy called the Viewfinder alongside the antique shop crew. After that fight, your main story quest gets locked behind a level requirement, and a new quest called "Good Morning, Hethereau" shows up.
That quest introduces you to Chiz, who gets you to buy a card that unlocks City Tycoon. Once you have it, a whole new menu opens up just for this mode. Make sure you go through the tutorial, as it covers the basics and saves you a lot of confusion later.
What Is City Tycoon, Really?
Think of City Tycoon as your own little side life in Hethereau. You earn Fons (the in-game money for this mode), spend a separate energy called City Stamina, and level up your Tycoon Level.
As your level goes up, you unlock new activities, better rewards, and access to more stuff in the Hunter Exchange shop, including Annulith and Tri-Keys, which you will need for character progression.
But honestly, the biggest prize you can get from the City Tycoon system is Chiz, and her dupes.

The long-term goal looks like this:
- Get Chiz at level 18
- Get her weapon at level 21
- Unlock all her dupes by level 45
City Stamina

City Stamina is different from your regular stamina. It doesn't refill every few minutes. It only resets at the start of each week, so you need to be smart about how you spend it.
The best order to spend your stamina:
- Races first — they unlock permanent rewards as you clear stages
- Fishing next — same deal, permanent rewards up for grabs
- City Delivery or other hobbies — once you've cleared the above, these burn through stamina the fastest if you're in a hurry
Your stamina cap starts at 100 at Tycoon Level 1, then increases as you level up:
- Level 5: 200 Stamina
- Level 10: 350 Stamina
The more you level up, the more you can do each week.
All City Tycoon Activities

Here's a quick rundown of everything available in Hethereau's City Tycoon:
- The Cafe by Origen — your passive income machine
- Hethereau Hobbies — odd jobs like deliveries, fishing, and picking up passengers
- Races — 6 stages with different obstacles and difficulty
- Garage — buy and customize your own cars
- Hunter Exchange — spend Fons for upgrade materials and pulls
- Wealth Board — a top 100 leaderboard for the biggest Fons earners
Each activity gives you Fons, but some give you way more than others. Generally, the later you unlock something, the more Fons it gives.
The Coffee Shop — Your Best Passive Income

The Cafe by Origen unlocks at Tycoon Level 4, and it's one of the best things in City Tycoon. It earns you Fons even when you're not actively playing. Here's how to get the most out of it:
Setting it up:
- Place two employees from your character roster
- Level up their management skills at least once for better income
- Decorate your cafe to boost popularity, which multiplies your sales
Daily routine for max Fons:
- Log in and collect your revenue first
- Open management and unlock any new recipes available
- Switch to the highest-priced dishes and drinks from the item list
- Hit Restock and choose the 24-hour option — not 72 hours, because you'll want to swap items again tomorrow as new recipes unlock
- Check off any management guide tasks at the top of the shop screen for one-time Fons bonuses
The cafe also expands over time. Each new shop you open adds more item slots, which means more things to sell and more Fons rolling in passively.
Tycoon Level

Leveling up your Tycoon Level takes two things: Fons and completing specific tasks. These tasks act like a checklist that guides you toward the right activities. Some examples:
- Buy your first car for 50,000 Fons
- Spend some City Stamina
- Open your Coffee Shop
- Buy an apartment for 200,000 Fons
- Invite a character (usually Mint) to the apartment
- Activate Anomaly Furniture
- Level up Apartment Comfort and Shop Management
You have to go do them and have enough Fons saved up. Early on, your priority should be hitting Tycoon Level 4 as fast as possible so you can open the Coffee Shop and start earning passive income right away.
At Tycoon Level 10, you unlock the Pink Paws Heist, which gives you solid Fons at zero stamina cost, that's a huge deal since it doesn't eat into your weekly stamina budget.
Hunter Exchange

The Hunter Exchange lets you swap your Fons for actual useful stuff. The higher your Tycoon Level, the better the items available. This is where City Tycoon connects directly to your main account progression, where you can grab Annulith (for pulling characters) and Tri-Keys here.
It's a big reason why you shouldn't ignore City Tycoon even after you've unlocked everything. Keep earning, keep exchanging.
Remember, the key is staying consistent: check your cafe daily, spend your stamina wisely each week, and keep completing those Tycoon tasks. Give it a few days, and you'll start seeing real progress.
